The Apostles were intentional in making sure that qualified leaders were appointed and the Holy Spirit was intentional in making sure that his pattern was preserved in the New Testament for future generations of Christians to follow as the Gospel went to all the peoples of the earth and churches were established. It was also important for the stability and health of each local church that these leaders be qualified. The qualifications in one sense are to mark the life of every mature believer but this is to be especially the case with those who are to be overseers and shepherds of the church. These qualification have to do with the man's personal relationship, his character and gifts (capacities or abilities).
